California - Director, Gas Records and Information Management

San Ramon CA Director, Gas Records and Information Management
The candidate will oversee a team and lead gas records and information management program activities, which will include governance, administration and corresponding people, process and technology RIM program components. Will be expected to work closely and develop working partnerships with all areas, functions and roles within the gas business and regularly communicate with leadership and the broader population across all Gas Operations departments. Will also be expected to coordinate and work with members of the Legal Department, Internal Audit, Regulatory Relations, Information Technology and the Corporate Director of Information Management Compliance. Oversee training programs designed to educate active employees and new hires on Gas records and information management policies and procedures and coordinate with the Enterprise Records Management initiative to align on procedures. Ensure applicable gas records management and gas records retention schedules are updated, centralized and easily accessible to all gas operations employees. Manage Gas Records information lifecycle, working closely with the Integrity Management and other Gas Operations departments. Provide guidance and leadership in areas of physical paper digitization, database development, taxonomy, security, workflow and reporting in Documentum, and definition of appropriate disposition checks and procedures. Act as the Process Owner for records management. Manage associated budgeting and planning components. Manage and maintain a gas Electronically Stored Information (ESI) Map and measure compliance with the Records & Information Management Program. Provide guidance for Gas Operations in managing vendor relationships to ensure compliance with all RIM policies. Participate and provide input into other special gas projects. Connect with other gas and utility industry RIM peers.

The candidate should have a B.A./B.S. degree in business, finance, economics, accounting, public policy, library and information systems, information technology, legal studies, or related discipline. Master's degree (Business/Finance/Economics, IT, or Library and Information Systems) would be preferred. Records Management Degree/Certificate, J.D., Paralegal Certificate or IT/IS degree a plus. Must have 10 years of related experience including 8 years of experience managing the design, development, implementation and governance of an enterprise records and information management program. Should have an expert understanding of ARMA International's Generally Accepted Recordkeeping Principles (GARP), US DOD 5015.02, ISO 15489, and other relevant RIM industry guidelines. Energy, gas/electric utility, and/or construction company experience a plus. Familiarity with construction related documents such as as-builts and other related records desired. Demonstrated track record of technical skills, including knowledge of enterprise content/records management systems, electronic records handling, imaging and emerging technologies is preferred. Familiarity and hands-on experience with Document/Records Management and/or ECM technologies, such as SharePoint, SAP, SQL and expertise with Documentum desired. Experience with large scale efforts to digitize paper records (including historic documents, engineering drawings) is preferred. Involvement in ARMA, AIIM or other related data organization(s) a plus. CRM or other related certifications are a plus.

The candidate will be the primary liaison between company and the IRS Exam Team. Will be responsible for co-developing the federal tax audit plan with the IRS; developing audit strategy; analyzing audit issues and proposed adjustments and calculating the impact for tax positions (tax, interest and penalties). Also responsible for managing the IDR process, including preparing and coordinating company responses to the IRS and weekly IDR update meetings with the IRS and maintaining data between company and the IRS, and researching legal issues. Responsible for communicating and interfacing with all company associates and affiliates regarding federal income tax audits and the preparation of audit responses, and will assist the affiliates in meeting critical audit deadlines with well-considered and accurate audit responses. Responsible for coordinating special projects relating to audits and planning for future federal income tax minimization among company units and outside specialists, and implementation/maintenance of document retention policies. Act as the primary contact with IRS Exam Team, maintaining detailed, well-organized audit records. Analyze information, identify and discuss potential issues with management and conducts research. Work on special projects relating to audits and tax planning.
The candidate should have a B.A./B.S. degree in Accounting or similar. A Master's in Taxation or LL.M. in Taxation is a plus. CPA license (or in final stages) or J.D. degree required. Must have 10 years of experience in a CPA firm or mid to large multi-state corporation with progressive experience preparing/reviewing federal returns and significant experience with IRS coordination of taxpayer audits. Should have solid experience in coordination an IRS large/coordinated taxpayer audits over the complete lifecycle of a multi-year federal income tax audit (from pre-audit planning through final resolution in Appeals and otherwise beyond). Must be proficient in all aspects of the tax audit process and be knowledgeable about IRS procedures. Should have solid skills in MS Word, Excel, and PowerPoint, and be able to use Access databases.
